Integrate arti and connect to contact's Onion service

Eventually we want to use arti, Tor's Rust implementation, but it doesn't yet support hidden services. Therefore, we have to stick to Tor's original C implementation for now.

arti doesn't support spinning up own Onion services yet, however, we can already use it to connect to the other sides Onion service.
