This could have happened because I only allowed TLS 1.3 connections to flatpak.dorfbrunnen.eu, but maybe the world isn't ready yet for this. For the moment, I also allowed TLS 1.2. Could you give this information back to the reporting person and might also link to this issue?

Ok, then this might due to the reason that only TLS 1.3 connections were allowed to flatpak.dorfbrunnen.eu. Nico changed that and also allows TLS 1.2 for now.

I asume their issue was, that they run an outdated version of Linux Mint, and got confused by the installation introduction provided by flatpak:
