Create skeleton app for mailbox

Setup boilerplate for the mailbox app:

• Kotlin (did we say want want to look into some implications of using Kotlin, like distribution on Debian?)
• Dagger
• Background/foreground service
• Move Tor code from main project into library (potentially defer this as it might be done in some other context until we need that)
