Allow contacts to call status endpoint

To reduce the cost of connectivity checks, let's make the status endpoint available to contacts and not return any data from it now or in the future.

If we want the owner to be able to access more information about the mailbox's status (eg amount of data waiting to be downloaded) then let's create a new endpoint when the time comes.
