Setup Wizard page for Huawei's power manager(s)

To prevent Huawei's power manager from killing Briar we need to add it to the list of protected apps. There doesn't seem to be a direct way but we can open the corresponding activity at least:

com.huawei.systemmanager/.optimize.process.ProtectActivity
