Interconnect all users

Why not interconnect all Briar users? Just in sense of every user, become an invisible node, like TOR network is.

Wont that make network stronger? more stable, accesable, omnipresent?

Set a limit for number of simultanious connections; Give priority to contacts; Make this feature optional.
