Remove calls to WifiManager#getConfiguredNetworks()

AndroidSecureRandomProvider calls WifiManager#getConfiguredNetworks() at startup. This call requires ACCESS_FINE_LOCATION on API 30. Remove this call, and any other calls to this method.
