Make use of Tor on Windows

We need some mechanism to use the Tor binary on Windows. The relevant class for Linux is UnixTorPluginFactory.

Similar to !1376 (merged).

Related to briar-desktop#31 (closed).

Depends on tor-reproducer#2 (closed).
