Incognito keyboard disables voice typing in Gboard

Briar uses the "no personalized learning" flag (incognito keyboard) for all text input. A user reported that this prevents them from using voice typing with Gboard.

We should probably provide a setting for this, as some users need voice typing for accessibility.
