Briar prompts for Bluetooth permission when toggling Tor connectivity

• Android version: 12
• Phone model: Samsung Galaxy A21s
• Briar version: 1.5.7 debug (6ae601e3)

Steps to reproduce:

• Start from a fresh install (no Bluetooth permissions granted)
• Tap globe icon in nav menu to open connections screen
• Turn Tor connections off
• Turn Tor connections on again

Also happens when toggling wifi connections.
