Update list of Tor bridges

This branch removes one failing bridge and replaces another with a new bridge from the upstream list (https://gitweb.torproject.org/builders/tor-browser-build.git/tree/projects/tor-browser/Bundle-Data/PTConfigs/bridge_prefs.js).

Marking this as high priority as failing bridges block the release pipeline.
