Mailbox stores Tor state in different directory from app state

On Debian, the mailbox stores its Tor state in ~/.config/.briar-mailbox and the rest of the app state in ~/.local/share/briar-mailbox. It would probably be better to keep the Tor state in a subdirectory of the app state so we can delete the whole account more easily.
