Use existence of DB folder to signal if the mailbox is set up or not

This helps us by not having to open the DB and start the entire lifecycle just to get the setup state.

This MR also exposes the state of Tor and adds a --wipe option to the command line mailbox as well as allowing a single fat jar to be exported.
