Add DB methods for tracking pending uploads

Add database methods for storing the contact ID and filename of pending mailbox uploads. It should be possible to query by contact ID (for use when a mailbox becomes reachable and we want to retry failed uploads) and to delete by contact ID and filename (for use when an upload succeeds).
