Check whether Tor complains about absence of ec_nistp_64_gcc_128 optimisation on Android x86_64

On Windows and Linux x64_64, Tor complains if the ec_nistp_64_gcc_128 optimisation wasn't enabled at compile time. Check whether this also needs to be enabled on Android x86_64.
