Upgrade Tor to 0.3.5.13

Torsten Grote requested to merge tor-0.3.5.13 into master 
Tor 0.3.5.13 (git-fc4d5077482bf4c8) running on Linux with Libevent 2.1.8-stable, OpenSSL 1.0.2u, Zlib 1.2.11, Liblzma N/A, and Libzstd N/A.

Test instructions:

  • check that the globe icon in the main menu becomes green
  • check that you can add a contact at a distance and then send messages
  • in the settings screen, turn off "Connect to contacts via Bluetooth" and "Connect to contacts on the same wi-fi network", change "Connection method for Tor network" to "Use Tor with bridges", and check that sending messages continues to work
  • the above tests should be performed on an emulator, a real device with a 64-bit ARM CPU (such as the Pixel 2), and a real device with a 32-bit ARM CPU (such as the Galaxy S4 Mini)
