Shorten and clean up various strings, remove empty forum warning bubble

This branch is a collection of various cleanups, split into separate commits for easier bikeshedding:

• Shorten empty state messages
• Use more consistent language in strings that mention the same things
• Remove the warning bubble from empty forums - it looks like something has gone wrong, which it hasn't
