Upgrade to obfs4proxy 0.0.11 and also build 64-bit versions

This also upgrades the docker image to latest Debian stable while we are at it.

Yeah Go builds are nicely self-contained and even reproducible across platforms (we also bootstrap a specific go version). I even get the same hashes on a fedora box.
