Merge briar-manual into website

    Briar's User Manual is currently in a separate repo, although it's part of the website. To be consistent, it should be part of this repo.

    The markdown files from there can be used when tackling #1 (closed).

        Thanks for the suggestion, but I'm afraid I disagree. We're going to include the manual in the app at some point, so it's useful for it to have its own repo so we don't need to keep two versions of the source files in sync.
