Add build argument to disable expiry checking of debian packages

* remove code for submodules as they aren't used by obfs4proxy
* clean repo before zipping source tree
* allow CI failure for verification (new releases can only be verified
  after uploaded)

and remove old version in favor of new go modules for dependency pinning

Also change formation of versions.json and use fixed Go paths

There can be a version 'go1.10' which would have been excepted
even if 'go1.10.1' would have been installed.
